Anyways you can make literally anything you'll need with a flat pan and steam pot. No need for anything electric (except for a stove which should come with your living quarters and if it doesn't you need to kys).

You can definitely do more with a stove, but I'd suggest a slow cooker. Everything you need to survive until you graduate can be cooked like that. Rice, veggies, and meats can be cheap as dick if you look for the sales. Canned tomatoes tend to be cheap as fuck too, so you can make some nice stew or something.

Electric stove works too as long as you have the time to actually watch and actively cook.

Get an induction hotplate. They are way more efficient than any of the competition and thus will cost less on your electric bill. Just make sure your preexisting cookware is compatible. If a magnet sticks to the bottom then it will work. You can get them for as low as $50 but I am not sure how good the cheap ones are.
