The powder is sand. below the sand is that big metal wok thing it's sitting in and below that is a source of heat that keeps it above boiling.

the cups are all already filled with coffee, he's just heating it up for a customer. The little metal tins of coffee are almost full, so when he places it over the hot area in the sand it begins to boil up and out. He only pours out a fraction of the metal tin each time he pours.

There's no powder. There's liquid in the container. When the container is put into the hot sand the heat causes the liquid to boil. What you're seeing is the "foam" from boiling.

There is no refilling. It's simply the foam from boiling either growing or receding depending on whether or not the container is in the hot sand.
