My bulking on a budget diet is mostly
Eggs
Chicken drumsticks (these go on sale at aldi for .49 a pound)
Gorund beef (aldi has a 5 lbs log for 9.49 when its on sale)
Whole milk (this is the most expensive and least neccesary)
Frozen vegetables
Bananas
Rice and beans

I think the absolute cheapest way to get big is chicken leg quarters for protein and vegetable oil to make up the rest of your calories. Plus some cardboard for fiber
