It's not just that. Yelp has a history of extorting businesses to make better reviews more visible.

I remember reading about one restaurant that decided it wasn't going to play that game and instead asks customers to give 1-star reviews. It doesn't seem to have hurt business at all, and Yelp isn't sure what to do about it.
