I think it would come to what the dish was. For most things I think Ramsay would decimate Flay.

But if it was something that Flay was good at--i.e. BBQ, or something that fits Southwestern US food--Flay would win. Ramsay is not very good outside is comfort zone (traditional French high-end food).

Ramsay would beat him anyway. I think a guy who has had Michelin starred restaurants can do shit out of his comfort zone. Bobby flay is just a food network chef. Has above average restaurants and only earned one Michelin star ever, which didn't even last.
