Perhaps they thought it vulgar to chew on the spices. So he made them thin enough that they wouldn't be noticeable.

My dad used full peppercorns for corned beef and cabbage. Do you have any idea how much it sucked chomping on peppercorns? Ruins the texture of the dish.
