The guy you're replying to is actually correct. Do so research yourself, the problem of getting good sanitation in India is well documented. There have been numerous programs in which foreign investment was spent to lay sewer lines and install flush toilets in India. They rarely get used because there is a cultural belief that it's unclean to use the restroom indoors, and that putting such a thing in your house is a waste of space.

What's strange is that similar programs were done in Pakistan, and there they were much more accepted/successful.
