The author isn't saying that the English make better Italian food than Italians, he's saying it's pointless to criticize bolognese for being inauthentic because it's not Italian food. And that's an entirely valid thing to point out. Think about it like American Chinese food. Is it authentic? Fuck no, and no one really cares, because it's not supposed to be authentic, it's a nativized imitation of another country's food that's become it's own thing. Tex-Mex is a similar thing. Bolognese, as the British make it, is a British food, and comparing it to actual Italian food doesn't make sense. Food changes in different cultural contexts.
