I'm skinnyfat. Basically I have a pot belly but I look skinny everywhere else. Idk how much I weigh.

I usually work out twice a week and go for a run once a week

I'd personally say it's fine if you eat a lot just don't gorge yourself in food all at one time, atleast spread out how much you eat throughout the day

Also exercising is a must so keep doing what you're doing

Also, good rule of thumb is if you feel you're hungry but not entirely sure if you are, drink plenty of water and wait a little instead of going for food right away.

Fix your diet. Stop soda and sweets, decrease carbs and refined sugars (refer to glycemic index). Eat more fibre, more natural fats, and more protein (they keep you full longer). Drink LOTS of water. Take small gradual steps but be honest and track your progress (use a food log). It may seem like an impossible task to go from couch potato to healthy but the first step is the desire to change and willpower to see it through.
