Yeah, it's kind of confusing. My supermarkets have two different kinds of cuts, both labeled "Shoulder" very clearly on the package. One has no skin, and contains either no bone, or a flat bone (looks like the literal shoulder blade to me). The other is exactly what is seen in that image. It's skin on and contains a short stubby bone & joint. I am not a pro butcher but I think this is the humerus.
I think "picnic" is the more accurate term.
