It's true.

If you have a really sharp knife, you'll cut through things really easily so you get the job done with minimal effort.

but if you use a rather blunt (but still slightly sharp) knife, you're going to apply too much pressure to cut through something and then you risk causing an injury.

dull knives have a greater propensity to slip rather than cut, and can require greater force to cut with

so yes, it is possible to be more dangerous with a dull than a sharp one. though the cuts you cause with it are probably going to be less severe unless you're pressing really hard.
