We don't get a lot of your american sweets here, but we're getting more in recent years. However they do tend to be quite expensive.
Of the few I have tried, Reeses Pieces are actually very good Better than M&Ms, and Reeses Cups are also very good.

Hershey's bar like in the OP is fucking awful.
And I have no idea WTF a tootie roll is, but it tasted like AIDS and ball sweat.

Chocolate in the US is shitty because it's largely regarded as a treat for children, and children have shit taste and little to no care is put into ANY food specifically aimed at children

In Europe, chocolate is apparently loved by all adults and is considered a national passtime while in the US it's somewhat tabboo for adults to eat it
