According to UK law, it's a chocolate bar. Biscuits don't have VAT so they have to make judgements on this sort of thing and they say that:

I miss them so much. I have't had one for over a decade, but I still remember the texture, the taste, the snap of the chocolate... fuck.

If anyone knows where to order these at a not-ridiculous price let me know. Obviously I'm willing to pay a good amount but $30 for 300g ain't happening.
