Not him, but I cook mine like I would pörkölt, likely because I'm more familiar with that than I am with proper chili: chunks of stewing beef coated in mixed powdered chili and toasted-cooled-and-powdered cumin cooked in tallow (or lard) with caramelised (or just sautéed) chopped onion and minced garlic then topped off with heavily gelatin-rich bone stock.
Maybe he does it that way.

I also make a fakemeout chili the way I would paprikás, swapping out the paprika powder for mixed chili powders when making the compound roux. That one is quick and delicious and can be made with broth rather than stock because the roux provides the thickening.

I know that some varieties of chili are made just with a paste of various rehydrated-from-dry and/or roasted-and-skinned chilies and sweet peppers, meat, onions, garlic and water or stock/broth, so that might be the sort Anon makes.
