I really want to make this recipe and other shaved ice desserts, but I don't have a ice shaving machine, Could I just use a grater on the block of ice to get the same effect? also recipe in question :

A grate is not sharp enough and will produce too much friction that would melt your ice.

Kakikori is OK... Korean and Chinese shaved ice are so much hnnnnnnng.
