I live in America and I have had customers freak out over less significant shit. (I work at a Mexican food place that makes fresh tortillas.) One customer threw a fit and stormed out because there was "cooked cheese on her tortilla". Another time someone started acting like complete bitch because we had no "normal" sour cream and proceeded to insist that we had to have it because they accommodate it in the state she was from, I had to get my manager because she wouldn't listen to me.
Oh yeah, and the first person I mentioned acted that way on Mother's Day (while my family was in the restaurant watching this lady treat me like shit).

Why would you want under cooked ground beef? A pound of ground beef can have 50-100 cows in it (significantly increasing the risk of E.coli) and its the shitty leftover bits that go into it. Also not being allowed to under cook ground beef is not just a Canadian thing. In the state I like in, it is against health code to do that and you can fined a pretty hefty fined if the health department finds out. Is it ok in other states to under cook it?

Ok thank you for the insight. I myself would not under cook ground beef, no matter the source, but that's my preference. I've taken too many damn food safety classes in my life to be comfortable with that. As for the warning label it is a requirement. At the sushi restaurants in my state I see that label as well even though because we are a land locked state our seafood is flash frozen which kills most parasites and bacteria.

It is state by state, and the actual law is that all ground beef is to be cooked to medium well, or 150F, unless otherwise requested by the guest. There have to be warnings on the menu about undercooked eggs, seafood, and meat as well as a legal precaution. And a restaurant is naturally allowed to prepare their food however they want within legal guidelines, so if they default to medium well done and offer no choice, they are allowed to do so at their own discretion.

Some places will only go as "rare" as medium, or mid rare, but no rarer. I've worked in places that would do blue rare or pittsburgh on request, but others that would not. It all depends.
