America is a big place. So, yes. Im from Georgia, it seems to be common there to serve malt vinegar with all kinds of fish. Also, vinegar is used in some bbq sauces.
When I moved to Texas, I asked for vinegar at a catfish place and they looked at me funny. They also didnt have grits...and they call themselves southerners.

In Maryland we use vinegar sometimes on fries and in preparing crabs.

It's not so much that we use vinegar on food as much as we do in food. We don't use it as a topping except in certain specific instances, certainly not like we use ketchup/mustard.

I cover fried fish and french fries in malt vinegar whenever I have one or the other. Only cod though. If I catch some walleye or northern I'll batter fry them and still dip in ketchup. I've never grown out of that.
