Depends on what you really want.
If you want it to have the same characteristics as the jarred shit, it'll be pretty shitty anyway.
Otherwise it's really just cheddar and jalapenos.
For a close approximation that isn't total shit, you could make a bechamel, omitting the nutmeg, adding jalapenos and garlic to the onion when sauteing, not removing them, then incorporating cheddar.
Tostitos stuff has salsa in it, so it wouldn't be quite like that (adding tomatoes, probably a little extra acid like vinegar or lime, and some cilantro would make it more similar).
Unless you're really good at making bechamel and can get that silky smooth texture, it'll be more grainy and will solidify more, since the jarred stuff has a lot more oil. That's not to say you couldn't emulsify oil into yours at home if you really wanted to.
I used to like nachos with just a little soft cheddar grated on top and then broiled. Peppers, onions, tomatoes in the meat.
