I know it was originally for quoting, as it predates 4chan, and is still commonly used outside of 4chan, although it doesn't turn the text green.

That being said have you tried looking at the post I asked about. He literally just says "you should have bought a gun." Not something like "didn't bring a gun" or any attempt to rephrase or read between the lines and represent it as a quote. I'm not sure how you could not understand that.
