In N Out is decent value for the price, but it's not the best burger around by any means. Yes, it's cheap, and it's decent, but the particular flavor of In N Out burgers starts to wear on the palate after a while. I moved to California 6 years ago, and I rarely ever eat In N Out anymore, but I surely did when we first moved out here. The best burger out here by far that I've found comes from a gas station; an old fashioned "burger stand" style burger, 1/3 lb patty, cooked on a griddle, on a grilled sesame seed bun with all the usual toppings, they're glorious.
