It is extremely difficult. It is actually a major unsolved problem in chemical engineering. The target isn't municipal water supplies but hyperfluoridated groundwater in the developing world, either due to natural mineral formations or contamination from mining.

Assuming that you are not living in a poor rural village in India or China, the easiest way to get fluoride-free water is to buy distilled water from a bulk supplier. Home distillation setups are expensive and time consuming. As for filtration, most fluoride filtration setups essentially exchange fluoride for heavy metals like aluminum, which is probably unacceptable for you.

If you read the Chinese studies they were all concerned with arsenic content in water. There baseline water had as much fluoride than the American suggested standard.
