Dough is gluten alveolæ, microwaves excite molecules. Since the alveolae walls are thin, the water evaporation is high. This is not as significant in most baked goods, but the density of the toppings-covered area is much greater than the crust. That dough is also a lot more wet than the crust.

There were several reports of this working, and assuming it does work, it is my opinion that the water serves as a buffer for the microwaves, a bit like control rods.
