Disagree. I have (sort of) family from Mexico and they are very happy people. Very huggy and family oriented and very many alcoholics.
So maybe not very happy, but from the perspective of a white guy who was much better off compared to the Mexican family I am close to, yet had a family that was still miserable and kind of hated each other, they do seem happy.
They are also often poor as fuck and used to feeding large families on tiny budgets. This leads to some imaginative and often wonderful recipes.

My best bet would try giving baja a chance.

Why baja? Its a progressive state. The crime there has dropped steadily. The state is new so there is little to no tradition, and it is very westernized. Ensenada is nice place to visit. Good for fishing, Mediterranean climate, wine country, awesome seafood. You'll see alot of food stalls selling sea urchin/clam/tuna tostadas and upscale dining focusing on local products.

Tijuana is hipster central.
Active nightlife.
Xolos, Xolos everywhere
Close to San Diego
Friendly and diverse people(from other states of Mexico). Most people I've stumbled upon knew some english
cheap meds without prescription.
Decent employment rate
Advanced in stem cell technology (something that interests me.

And of course the most important : the food.

By far the best food in Mexico. Best tacos and best variety of street food. They also serve great upscale local cuisine. There is a lot of cuisines from other regions of Mexico as well (Sinaloa/Sonora/Oaxaca)

I grew up in Az and now have lived in Guaymas, Sonora for more than 10 years.
Mexico is nothing like you hear in the media. It is not all chainsaw beheadings and kidnappings. I am not saying that it is utopia or anything, but I feel safer here than in most most of Phoenix or Tucson.

Veracruz has lots of food, as you drop from the north you can get estrujadas, light seafood cocktails, and light chile sauces, all the huastec cousine, with vanilla, light flavored liquors, in the middle regions you can get food from the highlands which is mostly nahuatl so it's mainly corn, beans, tomato, pork, chicken, fresh salsas, big nixtamal tortillas, in the midlands you have lots of liquors, moles, cooked salsas with meat, tamales of a whole bunch of styles flavors and consistencies, good refried beans, ham and sausages, jamón serrano, fresh rich cheeses, simple fried fish, "antojitos" like picadas, tostadas, garnachas, which have different tastes and textures from other regions, in the lowlands you have a more pronounced africanized culture with toritos, ollas podridas, caldo de todo, ropa vieja, fried plantains, mandioca, yuca, fish and shrimp soups "caldos", arroz a la tumbada, pescado a la veracruzana, filete de pescado relleno de marisco, in the south there is still more africanized cooking but with more caribbean flavors, caldo verde, zarandeado, lots of meats cooked with habaneros and pepper, still more liquors, mixed cocktails, lots of longaniza chorizo and more fresh cheeses (although these have a more pronounced flavor because of the heat), lots and lots of good (you could call them free range grass fed) beef, barbacoa de olla and in "tamales", iguana, fresh water fish, turtle for soups, armadillo is eaten in all the state and different regions prepare it differently, you can get white tailed deer and crocodile too, we have a couple of ostrich farms if that's your cup of tea.
