My family raises meat goats. We advertise at ethnic grocery stores and sell the whole live goat to people because they like to slaughter it old testament style. If you contacted us and paid a processing fee we would have the whole goat butchered for you but it would be a whole goat in your freezer.

This is the only way I know of how to get goat anywhere near St. Louis. Never seen it like in packages.

Be careful if you live in the Northeast US; unscrupulous butchers frequently sell mutton as goat here. Real goat here is expensive. If it's less than $5lb it's mutton.
