OP, why did you attempt something that is obviously beyond your spectrum?
I make homemade corned beef and pastrami all the time, and let me tell you, it takes a hell of a lot longer than hours. Even when you're using store bought corned beef. You need to practice your shite.

Even with corned beef it still makes a difference with the quality of the cut of beef.
Sometimes no matter how long you cook it the beef will just continue to shrink and get tougher, it's not like a stew where longer cooking = falling apart meat.
