Couldn't they be made from white corn, as in the actual variety of corn? If that was the case I don't think you could tell just by seeing a picture of the tortilla.

I was not aware that corm meal is sometimes de-germed. I've worked at a mill and it seems like it would be very difficult to do, compared to something like taking bran off of wheat flour where each part of the grain has a different consistency and can be easily separated.
