I think garlic is good for getting toxins out of your body so when you smell someones garlic stink breath it's probably just all the shit stuff in their body leeching out and not the that garlic you're smelling.

The smell comes from the lungs not the mouth.

Because it isn't the same thing anymore. The chemical that causes the smell circulates through the blood stream and is released through the lungs as you exhale. So, instead of getting that chemical's scent plus all the other garlic scents you are getting it plus all the scents in the person's mouth and lungs which is usually not all that great in the first place.
