The colors they used for Checkers and Wendy's are too close to distinguish. Even in a photo editor it can't really distinguish between the two because the colors on the key don't match what's on the map. It might have been a JPG at one point, which would fuck up the colors.

Calibrate your monitor, they're plainly different even to the naked eye.

It 100% was, it's covered in artifacts.
Anyway, the only ambiguous Checker's/Wendy's counties are the small ones in eastern Indiana and south-eastern Louisiana; they're so small that the JPEG artifacts actually make it hard to tell. In Pennsylvania, there's only one Wendy's county, the isolated one to the west.
