I only ever read about them in news stories about teens doing bad stuff like getting into huge brawls or stealing things. Why does the fair make American teenagers behave so poorly?

A county fair has a large gathering of food and other vendors, rides, games of skill and chance, and likely a farm section where animals are judged on various criteria for prizes. There are also sometimes projects that have won county awards on display. County fairs that I have been to have multiple buildings and tents which vendors set up in so there's lots of things to check out.
The last time I went to a county fair, I got a frozen banana dipped in chocolate and nuts. I also had half a deep fried PBJ sandwich and a BBQ pulled pork sandwich throughout the day. It was hot so I mostly drank water but also had a fair lemonade, which is a bit different than normal lemonade. I won my wife a goldfish at a game of chance and its still alive now. Got to see a bunch of farm animals and pet a few of them. It's just generally pretty fun.
I remember one county fair, I had a cheeseburger sitting a few feet from some cows. Then the guy who made the burgers told me they were his cows from his farm, and the meat I was eating was a cow that he had butchered a few days prior. It was delicious. Another farmer had a giant dinosaur made out of tractor parts.
