Easy. The egg yolk supplies amylase that breaks down the rice starch into sugars, that then react with the free amino acids in the egg white to undergo a hydrolysis reaction that reduces the calcium ion complexes to a lower energy state, releasing the excess bonding energy as heat slowly and steadily for up to 90 minutes, which is enough time for the rice to fully cook, even if the mixture never reaches a full 100°C boiling point.
The only catch is that you can't use too much water or the reactants will be too dilute to begin the reaction. You should limit the liquid phase to a maximum of 1.08 times the mass of the dry rice.

Not all countries refrigerate their eggs and most places not traditionally. In Norghe America and some other places produced eggs go through a washing process to make them safer to handle (supposedly) but it also does something to the shell making it more permeable so the eggs need to be kept cold to stay good.

So although the egg isn't going to get fully cooked, the whole "heat of the rice cooks the egg" almost certainly comes from room temperature eggs which will at least cook a little if the rice is fresh and hot.
