Here in 'murica all the non-chain, mom n' pop restaurants buy their oil, flour, and sugar from grocery stores. Most notably the ones with the biggest warehouse style shelves. That way they're practically buying it wholesale. One local diner owner buys orange juice by the gallon from the local kroger. Store brand, too.
