Sparkling water and seltzer water are just regular water which has been carbonated.

Club soda is water which has been carbonated and also had some minerals added to it to improve the flavor.

Mineral water is water that comes out of the ground already with the carbonation and the minerals in it. The flavor of the water depends on the minerals in the ground where it is found. If there is a lot of sodium or potassium, it will taste slightly salty (topo chico). If there is a lot of sulfur, it will taste like rotten eggs (san pellegrino)

Basically, club soda is an attempt to emulate the flavor of mineral water. Both are good if you pick the right brand.
