Recipe:
Blanch, shock, peel and crush 400g of tomato.
Fry in olive oil, sitting constantly, until tomato is dry.
Add four whole wings, 600ml tomato juice and 400ml of strong vegetable broth or chicken stock (or equivalent water+stock cube/powder) and sweet to high heat.
When boiling, reduce to maintain a bare simmer then add 400g peeled, cut potatoes
Simmer 15 minutes then add 150g peeled, cut carrots.
Simmer 10 minutes then add 150g cut celery.
Simmer 5 minutes then add 150g peeled, cut onion.
Simmer 5 minutes then add a few handfuls of luggage then off the heat and let sit while you tidy up and lay the table.
Serve soup in two courses, the broth with pasta or dumplings as first course then the chicken, potato and vegetables as second course.
Enjoy a salad after.
Feeds four people or can be served as a starter for one American.

Baking is a slower, gentler method, with more even heat distribution. Your argument is that par-frying creates a faster and more even cook, and that makes no sense because frying is less even, and much faster than baking. If you par-bake the wings you can essentially cook them through while keeping them moist, and then when you fry them to order you're basically just crisping up the outside while getting them heated through. If you were to do the opposite you'd be spending a lot longer time heating them in the oven, and you'd lose the crispiness you got from frying them in the first place, and possibly overcooking the outside. It makes no sense and nobody does it because it would be retarded.

Curious, are you Indonesian? There are a lot of fried things in Indonesian cuisine that aren't meant to be crispy. Terong balado, for example, is a sauced eggplant dish where all the ingredients are deep fried first then the sauce ingredients (shallot, tomato, garlic and a fucktonne of chilli) are blitzed into a sauce after they were deep fried. The deep fried eggplant is then stir fried or baked with the freshly pureed sauce until the liquid is reduced out. It's delicious, by crispy it ain't.
There's also a chicken version and I actually cooked one as part of Christmas, mussels balado.

It's definitely more of a restaurant method. Doing it at home is a lot of steps, but in a restaurant it would be broken up into a number of prep tasks (wash and marinate wings, bake wings, make buffalo sauce, make blue cheese dressing, make ranch) which could all be done by different people. Then the fry cook checks their station when they come in and preps the carrot/celery/cucumber or whatever for the night as necessary. When an order comes in everything is right there and it takes maybe 3 minutes to get an amazing plate of hot wings out. Some places do fry them from raw, but they've never been as good in my experience. We would also grill them if someone requested it, which at that point really just means marking them (it was a pain in the ass because the fryers and grill were on opposite ends of the line so the fry cook would have to bring the wings down and then someone would have to bring them back to be plated). The grilled wings were still good, but nothing compares to fried.
