I used to cook for a Mormon family with a similar stipulation. I found using American apple "cider," the stuff sold year round and non alcoholic, worked decently enough. The flavour will absolutely not be 1:1 identical, but it works in it's own right if you use it as I do, which is to help caramelise the initial fry before adding the meat or tomato.

It's not only that, it's actually impossible. There's dozens of sugar alcohols in random stuff you would never even think of. And surely the fruit on the counter when left for a few days will have imperceptible amounts of alcohol, hell, anything with sugar will in trace amounts.

White wine is common for Ragu as well. A common 100% non-alcohol replacement for white wine in recipes is 1 part white balsamic vinegar (pic related) to 3 parts water.
If you're looking for the tannins of red wine tho, that astringent quality that would be missing from the white balsamic substitute. You could maybe try getting the tannic acid from another source. My first thought was strong tea, but that would bring it's own flavor. Perhaps some of those wine or whiskey barrel chips that people buy to add woodsy notes to drinks, boiled into a water solution that you can add into the sauce.
Y'know what? I'm bored today. I've been cracking christmas walnuts all afternoon, I've got a bunch of shells here. I'm going to boil some up for a lil while and taste the water to see if it's astringent like red wine, I'll let u know how it goes.

So, you'd need some kind of grape-flavored stuff that is not sweet like juice or sour like vinegar.
There are some 0% alcohol wines, look for those.
