The exact same thing happen to me when I was eating a kebab on Lecco, Italy. A seagul was standing just like that pigeon. I didnt see it like "he was trying to steal my food", I just thought he wanted some. I gave him some fries and instantly out of nowhere all type of birds gathered around for fries. He tried to chase them all away, last memory I have of him was he was trying to chase away other seagul, he looked like he hated that seagul for a long time because he WAS REALLY fucking chasing him. So thats that.
