If you were a chef that was in charge of a prison cafeteria, what would you serve the inmates as dinner on a weekly basis? Three rules:
1. The meals have to be nutritious enough to stay healthy.
2. The meals have to be as cheaply as possible to make.
3. You're not allowed to serve the exact same meals every day. Miniscule variations are allowed though.

It was the Tasting History homo that had a recent video on Alcatraz food. Of course a big part of why the Alcatraz prisoners got fed well is that to simplify the logistics of bringing food onto an island they had the guards eating the same food as the prisoners. Also the rest of Alcatraz was really shitty, so the food was the only good thing the prisoners had; that also made it an easy thing to take away if a prisoner was misbehaving.

They could take as much food as they wanted with just one rule. You eat what you take. Break this rule and you're going into Solitary Confinement +1. You went there also for speaking. I believe you had one hour on a Saturday to talk to other inmates.
They also did some other unconventional stuff like having the water in the showers be hot but almost too hot. The reasoning behind this was that if a prisoner manages to escape he will have a very hard swimming to land, being conditioned to only hot water. Who knows if this has much basis in reality.

The problem is that in the US, prison is designed to be a grueling, suffering experience. Making 'acceptable' food in bulk isn't expensive, but many US prisons will spend more to serve garbage. Bulk no-name pasta, bulk no-name canned tomato sauce, and frozen ground meat can feed an army of people for very little money. Bulk dried beans, bulk rice, and frozen veggies are not expensive items; you have unpaid 'staff' who can cook and clean.

Pasta, "burrito bowls", chili... the basic raw ingredients can be very easily obtained.

I don't eat sausages at all anymore because 14 years ago I was in jail for 8 months and there was some type of sausage for 7 out of the 12 meals a week we got in the dorm.
Usually it was just regular sausages labeled as a different type on the menu posted on the wall by the guard glass enclosure
