Tbh Shanghainese food has the British food reputation in China. Japanese food is seen like Italian food in the west. Sure, it doesn't use spices and it can lack flavour compared to Sichuanese food, but it's seen as refined and delicious and wildly popular.
...then again, almost nobody is serving omurice or white stew in Japanese restaurants outside of Japan. It's all about that ramen and sushi and curry. Sushi, as it exists now, is pretty Japanese, but the other two are very similar to the non-Japanese food they're based on.

Really, one of the things you have to remember about spice is that while a little of it can be very good, the places that dump mountains of spice into their food are doing so because the quality of their ingredients is unapalatable, or sometimes even UNSAFE, without it. High spice content acts as a preservative and kills a bunch of harmful bacteria, but if your food is stored properly and isn't on the verge of spoiling you don't need that much of it to flavor a dish.

That spices inhibit bacterial growth is likely a coincidence rather than something that actually drove people towards using them. Hot, wet climates have a greater diversity of plants that produce a greater diversity of compounds which leads to more availability of spices. Those compounds tend to be anti-microbial, but that's mostly because most weird chemicals that plants make are made to kill something and chemicals that kill something other than bacteria probably are toxic and extremely bitter tasting to humans.

That said, people who think that more spices = better food are fucking stupid. Use of spices and flavors is all about balance and creating an interesting palate that lets flavors play into each other. Dumping infinite amounts of chili into food just overwhelms everything else and is only tolerable if constantly eating spicier and spicier food has destroyed your ability to taste and appreciate balanced levels of heat.
