in the americas where hot chocolate was invented, the natives didnt have cows. they mixed cocoa with hot water instead. when yuro's showed up they liked the drink but added milk to make it fit their tastes when they took cocoa back to europe. up until the mid 1800's there wasnt much of a dairy industry in north america, so most families had limited access to milk and using it for what at the time was considered a delicacy would have been a rare treat. fast forward to ww1 when rationing was in effect, milk was rare once again, followed by the great depression, then ww2 rationing, and you can see how making it with water just kind of stuck around. atleast thats my theory, probably wrong but it makes sense to me.
