Or just buy a brand that has a paper bowl vs styrofoam cup. The paper bowl type lets you nuke it on half power, so no boil over, then let it steep a couple minutes handsfree, then come back and find it both cooled, fully hydrated and ready to eat.

I would assume the styrofoam absorbs microwave radiation very quickly, much faster than the water. So it rockets up to a super high temperature and starts to melt or lose stability faster than the water can cool it down. But adding boiling water just makes it, at most, as hot as boiling water, which is insufficient to melt it.
