E.g. the hot dog and hamburger are both from Germany, the Cup of Noodles is from Eastern Asia, the Fish and Chips is from Norway/NW Europe, ...

post war is actually when it became popular in italy. The italians had the word pizza but it referred to a focaccia with tomato slices baked on top of it. It wasn't the saucy cheesy bread we have today
italian immigrants that went back to the old country brought the american style of pizza with them and then italy made it's own regional versions. But it was american first

then you have "sicilian style" pizza which isn't really a sicilian style. Sicily has a dish called sfincione which is a square bread baked in a sheet pan with sauce and breadcrumbs on top

The hamburger is American. Yes, hamburg Germany may have put ground meat between a bread roll, and if they were feeling frisky they'd even add grilled onions. But the hamburger as it's known today with the toasted seasame bun, American cheese, lettuce, pickles, etc. etc. is distinctly American. the real question is "how many ingredients must be changed for a dish to be considered unique and seperate from similar dishes?"
you add cheese to a hamburger and it becomes a new dish called a cheeseburger for example. So whoever first added cheese to the hamburger determines where the cheeseburger originated, it's not some magical extension of the former. As that would imply the cheeseburgers creator didnt have an ethnicity or nationality. To say pizza is itallian is just as stupid as saying that Pizza predates Rome. Sure, putting toppings on bread precedes Rome itsself as a nation, but they werent using tomato sauce, broiling cheese and cures meets directly on the wire rack like Adam Ragusea either. theyre different dishes. Arguing that American food is actually <insert another nation here> food because it was possibly technically there first is like arguing that Americans aren't American because they were British / German / Italian / Irish / etc. first. It's a self defeating argument.
What makes a food's owner is who develops and proliferates it, both in the past and the present. But ownership is also not boolean. American Chinese food ultimately has its roots in Chinese culture, but it is undoubtedly still an "American" food. Pizza proliferated in both America and Italy. Americans own their Pizza, Italians own their Pizza. Koreans own their pizza. Fuck Brazilians. Also, some foods, firmly established as not being American, can have an American version. Take American Goulash as an example.
Arguing over who owns "pizza", or in other words what type of pizza the word "pizza" defaults to, is an exercise in stupidity. Again, food is a culture. In America, "pizza" defaults to American pizza. In Italy, "pizza" defaults to Italian pizza. The default meaning of the term depends on the contextual culture whence the term is used.
In previous centuries these delineations were easy to see and understand because travel took much longer, and transportation of ingredients was logistically severely limited. Not to mention places of discussion always took place in physical locations, automatically setting the cultural context.
But what about an international context? If a food's ownership is arguable, perhaps hamburger as an example? While you can argue that the hamburger is not owned solely by Americans, you cannot claim that hamburgers are not American. Because American culture recognizes the hamburger as American. Because other cultures think of the hamburger as American. Even in an international context, it's hard to support the argument that American culture does not have majority ownership.
