Your pot is retaining heat too well in this case. Tip the lid open until you reach thermal equilibrium or turn it on and off every few minutes.

you're using a small pot for the amount of rice you want
get a bigger pot, either taller sides or wider bottom or both.
also, are you adding your rice and water at the beginning then turning the stove on? i've no experience with adding rice to already hot water

anon, are you aware that you can stir your rice uncovered as it comes to a stable simmer? you only havae to cover it and stop messing with it once you're sure it won't boil over. No lowest setting on any stove will do that. Also, you can always use any size pot to cook rice, who cares dude. I've made rice in a cast iron skillet before because it makes old arab women go crazy. You just have to maybe turn the heat down to low faster.

My dad is half Durkastani. His people cook rice twice, once by boiling like pasta then draining, rinsing and shaking of excess moisture then pan steaming (idk wtf else to call it) the second time. No measuring required and no risk of boiling over. Perfect rice every time.

some stoves just have really powerful flames even on low. if you find the owners manual some nicer stoves have a set screw somewhere that let's you adjust how low the flame goes.

yes, washing does not mean rinse once. Rinse a bunch of times until the rinse-water is clear-ish. You'll never get it completely clear, but it should definitely not be opaque.
