places with high traffic (i.e. towns) have sidewalks. places with little traffic, like suburban subdivisions where you'll see maybe 1-2 cars on a street per hour going at 20mph, don't have sidewalks because you can just walk along the side of the street. this may be baffling to euros but not all streets are only 8 feet wide.
not really relevant anyways because OP is talking about a restaurant on a "busy downtown strip" with street parking, which will 100% have a sidewalk.

normal people don't drive more than 10-15 minutes to work, only people who need to get to the downtown of a major city are actually waiting in traffic anywhere other than behind a couple cars at a stoplight. Certainly better than biking 20 minutes in the rain or 90 degree summer heat or taking a 45 minute bus ride to somewhere 15 minutes away like Euros like to brag about doing
