It was cheap because it's the most common whiskey to mix in a cocktail, which brought down its perception as being shit since you only use shit product as a mixer. Its rising in value because people have begun realizing that you can actually have bourbon so good that you shouldn't mix it at all. The other part of it is rarity, comparatively aged bottles simply don't exist except for a few. Tons of scotch brands have 15, 18, 21 year old bottles for sale, very few bourbon brands have something like that at decent prices (see Buffalo Trace OFC). It doesn't hurt that shit like Pappy Van Winkle is also high priced but complete garbage, hurting the perception of the spirit. If you do manage to find exceptional bourbon, you can see it compete with really good scotch. OFC 94 practically tastes like scotch despite being a bourbon, it's tremendously good.

The true rating is:
Islay Scotch > Highland Scotch > American Rye > Bourbon > Scotch (rest of it) > Canadian Rye > Irish Whisky

also there are plenty of Distillers that are offering some limited edition Local Barley fairly regularly. Although it's hardly worth a comparison because something in that price range is already going to be coming from a tier or two above in cask quality that the distillate difference is too slight to make it worth.
