The actual ingredients in it. For example, gin has a much stronger taste than vodka because it is made up of more stuff, thus more flavours. Doesn't matter if it's more or less alcohol. But then also, you can take the same ABV and have differences. Let's say you buy a top shelf vodka and then the absolute cheapest vodka you can find. Let's assume both are 40%. Chances are the cheaper one is going to taste like shit.

Obviously higher ABV does impact taste because if you take a sip of grain alcohol that's 90%, it'll burn the fuck out of your throat. But you can still get other high ABV drinks that go down quite smooth.

No, "smooth" is basically a buzzword, the most meaningful possible use of it is when it refers to something where any alcohol hit or even just bitter or astringent flavors is hidden by sugar, intentionally added or not. If you use "smooth" to mean "good" then the best spirits would logically be sugary swill, and I don't think it's controversial to say that only a plebeian would think that.
