As long as the meat gets to 75c it's safe. it will get to that temp with a proper kebab cooker and waiting the correct amount of time for the outside layer to come to temp.
The most dangerous things for food safety in a kebab shop are:
1) A busy period where the workers go through too much kebab meat and get into meat that's in the food safety danger zone and don't use an additional cooking step to bring it up to temp by finishing it off on a hotplate
2) Failing to maintain temperature controls when approaching the end of the kebab or before closing time, example in the last hour of service, the final parts of the kebab are cut & cooked on a hotplate then transferred to a bain marie to keep temp but the bain marie isn't set correctly or is malfunctioning, creating a danger area.
3) Contamination of the kebab knife/shaver coming into contact with raw meat, blood drippings.
4) Cross contamination of vegetables/sauces by someone doing multiple jobs without cleaning, using the same counter or cutlery/tongs/knives for meat & vegetables.
5) Bad temperature control of cold salad/sauces.

What I posted is the general food safety guidelines for multiple countries (It's in the Australia/New Zealand food standards code for example) for kebab meat products. A hygienically made kebab that's cooking to 75c without the burners being turned off, with slices being put on a grill/hotplate after shaving is no more unsafe than any other meat product.
If it were as unsafe as you claim "shocking lack of knowledge", then rotated spit kebabs would be banned.

Seems like selling their meat in a day or two is a normal objective in a kebab store. Of course the food industry being what it is, plenty of people probably re-use. These are just guidelines I've found paraphrased on some kebab store's website.

But in my country, I've never seen a meat log that large. Typically they'll be half that size and be completely done by the time the days out. Then again we have a kebab stand every few meters next to metro stations so there's predictable demand, especially on Thursdays (student night).

Yeah I was wrong to generalize to the whole EU. At least here in France, moroccans/algerians/tunisians/gypsies tend to get judged harder. Also you'll see more black people in white-collar jobs than the other ethnicities cited, at least in my anecdotal experience. I grew up in Asia where the only black people I met were either drug dealers or expats, the contrast on arriving in France was clear and put an end to most of my preconceived ideas on black people.

Of course there's still racism toward blacks the further in-country you go, but in my experience it's mostly what people in the USA call unintentional liberal racism, ie trying to hard to appreciate another's culture. Except that in the case of third-generation immigrants, the fact that they are of foreign descent is irrelevant.
