It’s not the cutting so much as labeling each drum and flat as a “wing.” 5 “wings” should be 5 drums and 5 flats. The Chinese place near me sells fried wings, and an order of “5 wings” is 5 complete drum and flat wings. But when you put the word “Buffalo” in front of it, suddenly 5 “wings” is 3 drums and 2 flats. I’ve seen some buffalo wing places that have switched to calling it 5 “pieces.” At least that is honest.

Sever the connective tissue and scrape the meat down then roast or fry. Those were coated in bacon that was likely cooked for a few minutes to soften it enough to wrap it, roasted and glazed.

I think Jaques Pepin has a video showing a technique for something like it.
