It only happens with a wine that's at least a decade old, but typically older if it's been stored properly. It's a complete non-issue for someone like OP who's ordering a cheap wine at what I can only assume is a cheap restaurant. Any place fancy enough to be selling wine old enough to have a bad cork will strain it out and pour it into a decanter if they're not able to pull out the cork intact. This is still completely irrelevant because everything about OP's story is obviously fictional.

Waaaay back in the day, wine could go bad. So there was this little ritual where the waiter would let you smell the cork, then taste the wine to make sure it didn't go bad. This as before sanitation was fully understood. In 2023 you'll never find a spoiled bottle of wine. But some people insist on the ritual.

The real WTF is that OP did this by himself, without the waiter at the table. If it's not the waiter doing it, then you're not in a resto where the wine ritual is appropriate.
