Yes it would basically be very slightly coffee-tinged water because the exterior of a coffee bean isn't very soluble and whole beans are way too large to provide and kind of resistance against the water just running right off them and through the filter. You might be able to get something more out of them by attempting immersion brewing but it's still not going to be good, just really really really weak coffee.

I got memed into grinding my own coffee beans since all the videos said that's the best way to do it. So I spent £30 on an electric coffee grinder, and then after it arrives I find out that cheap grinders are actually worse than just buying pre-ground coffee that's been ground in a big industrial machine and produces more consistent results.

If you make french press coffee instead of trying to do percolation stuff then freshly and poorly ground coffee is still better than stale and consistent grounds.
