It's not a meme dish. The fish heads are only on the top so they help conduct heat and drain delicious savoury drippings and essences back into the pie itself.
The actual pie filling is the meat of the fish and boiled egg along with onion and other herbs.

Apart from French, Italian, Greek and Spanish most European food is bland, weird fish shit or potatoes and cabbage because that's typically all there was to eat in those countries in the past. It's hearty (stodgy) food for peasants who were working all day in the cold. The more southern nations had more access to spices and a wider variety of fruit and vegetables.
It's kinda irrelevant now because supermarkets in the UK cater to an international market so you can buy absolutely anything, if you can't buy it in a supermarket there are always speciality shops that sell more obscure foreign products.
