The tickets aren't being reused. Same thing happens at parking garages; your cost may only be $1-$5, but if you lose the ticket you took upon entering they can charge you the full day rate ($20-$25). This policy is just a greedy shakedown, as the inconvenience to them for having lost a disposable paper ticket is negligible.
